Long Range Transportation Plan (LRTP)

A Long Range Transportation Plan (LRTP), Direction Looking Forward 2045, is a document that guides policy and funding decision making for the entire region’s transportation system over twenty-five years. Federal requirements mandate the plan to be updated every five years. All transportation programs and projects requesting federal funds within the entire region must be consistent with this plan.

Long Range Statewide Transportation Plan (LRSTP)

The Long Range Statewide Transportation plan includes a comprehensive inventory of transportation services and infrastructure, forecasts of demand, asset condition and performance, and an analysis of the trends affecting transportation in Ohio. Please visit ODOT’s website to view Ohio’s LRSTP.

Transportation Improvement Plan (TIP)

The Transportation Improvement Program, or TIP, is the Richland County Metropolitan Planning Organization’s (MPO) four-year transportation planning document. This document presents a fiscally balanced, multimodal transportation program for the region that includes projects which have received federal funding and state and locally funded projects of regional significance that have been identified through the transportation planning process. It is also a requirement of the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) that all projects using federal funds be listed in the TIP. 

Statewide Transportation Improvement Plan (STIP)

The Statewide Transportation Improvement Plan, or STIP, is Ohio's four year transportation planning document. It serves two main purposes. First, to present the fiscally balanced, multi-modal transportation program for the state of Ohio which includes both federal and state funded projects scheduled for some phase of implementation within the four year period. Second, it serves as the reference document required by the FHWA and FTA for use in approving federal funds for transportation projects in Ohio. Richland County Transportation Safety Plan

This document represents the best approach to lowering fatalities and serious injuries in the county. It provides a framework for identifying safety programs, projects, and policies. It includes an Action Plan that identifies locations, outlines programmatic and project solutions, and shows stakeholders where to focus their time and resources to make the most difference.

Transportation Projects Utilizing Federal Funds

The MPO must, on an annual basis, prepare a list that includes all federally funded projects authorized or revised to increase obligations of funds in the preceding Fiscal Year.
