Roadway Functional Classification Update Program

The Federal Aid Network includes the roads where federal funding is available. Funding varies depending on the road's functional class and whether it is located in an urban or rural area.  The RCRPC MPO area’s highway functional classification system is currently in the process for review and update.  The process is necessary to address the changes in how roadways across the roadway network in the MPO region and due to variations in travel patterns and demand brought on by changes in land-use and development, population shifts, employment and other socio-economic factors.    

 

For MPO communities who are interested in request a change/update to roadway's functional class, you can download the Functional Classification Update Request Form from the link provided below.  The deadline for submitting the Request Form is Monday, June 30, 2025.   Please feel free to reach out to Mr. Pong Wu, Transportation Technical Director, if you have any questions regarding the MPO roadway functional classification update. 

  

To help the update request and application

  • The Reference-1 in the attachment is the map showing the MPO's existing street functional classification and the traffic volume.

  • The Reference-2 is helpful information about the FHWA guidelines in determining the functional classification of a roadway and the related the range of lane width, shoulder width, AADTs, divided/undivided status, access control and access points per mile by functional classification categories.
