Transportation Improvement Program Planner

The position will manage the development, update, and modification of the MPO’s multi-year Transportation Improvement Program and assist with the development of the regional long-range transportation plan, multi-modal transportation planning, and special studies. 

Duties for the position will include:

  • Manage the development, update, and modification of the MPO’s multi-year Transportation Improvement Program (TIP) ensuring compliance with federal requirements for the transportation capital program and transit funding

  • Oversight of the ODOT project management database (Ellis), finance and scheduling

  • Assist the Technical Advisory Committee (TAC) with the prioritization and project selection process for federal funding

  • Act as liaison between ODOT, local jurisdictions and project consultants

  • Assist with multi modal planning activities including biking and walking

  • Provide technical support for the development of other certification documents  such as Overall Work Program, the Long Range Transportation Plan, Prospectus, and the Semi-Annual Performance Reports, and special studies

  • Represent the organization at meetings and providing technical expertise on planning issues to the public and partner agencies

  • Review reports covering complex technical analyses on various planning issues

  • Present study results and recommendations to technical advisory committee and the Coordinating Committee.

  • Maintain current knowledge in transportation planning developments and strategies

 

In general, the ideal candidate must have technical knowledge of federal and regional transportation systems; transportation finance and the range of federal and regional transportation funding; budgeting and contract administration; ability to provide public presentations; be comfortable meeting with and holding working group sessions; and proficiency with Microsoft Word, Excel and PowerPoint.

 

Bachelor’s degree with 5 years of progressive experience in transportation planning, finance or project administration, engineering, local capital improvement program (CIP) management or a related field, or any combination of education and experience that provides the applicant with the desired skills, knowledge, and abilities required to perform the job.  

 

Prior experience with metropolitan planning organizations, state DOTs, municipalities or transportation engineering is advantageous. Master’s degree in Planning, Public Administration, Engineering, or equivalent may be substituted for some experience.

Full Time. Salary range Planner II-$36,500 - $58,000, Planner III – 44,000-72,000 commensurate with experience and qualifications.
