Notice to Offerors August 21, 2023

 

The Richland County Transit Board (herein “RCTB”) is seeking offers for Transit Management Services in accordance with specifications, which will be available in the RCTB office, 19 N. Main Street, Mansfield, Ohio 44902, or online at: https://www.rcrpc.org/rctb-rfp.

 

The term of the contract will be for a term of five (5) years beginning January 1, 2024 and terminating December 31, 2028. Two additional one-year contract extensions to the original contract are available by mutual agreement of the parties.

 

The successful Offeror will be required to perform Transit Management Services for Richland County Transit.

 

The RCTB will receive proposals at their main office, 19 N. Main Street, Mansfield, Ohio 44902, until 4:00 p.m. on Thursday, September 21, 2023. Proposals received after that time will not be accepted. The proposal must be signed by a responsible officer of the company and submitted in a sealed envelope marked “Transit Management Services” as specified in the RFP. 

 

A contract will be awarded on the basis of ORC Section 307.862 Competitive sealed proposals procedure.

RCTB CAD-AVL Request for Proposals (RFP)

 

The Richland County Transit Board (RCTB) is seeking offers from qualified vendors to provide, implement, and support replacing its current Computer Aided Dispatch/Automated Vehicle Location (CAD/AVL), Automated Voice Announcements (AVA), Real-Time Passenger Information (RTPI) Systems, and support services in accordance with specifications, which will be available in the RCTB office, 19 N. Main Street, Mansfield, Ohio 44902, or online at https://www.rcrpc.org/rctb-rfp.

 

The term of the contract shall be a base period of two (2) years with an option to extend the contract, including all licensing, maintenance, and support services for up an additional three (3) years. The successful offeror will be required to replace RCT’s current Computer Aided Dispatch/Automated Vehicle Location (CAD/AVL), Automated Voice Announcements (AVA), and Real Time Passenger Information (RTPI) Systems with an integrated technology system. Automatic Passenger Counters (APCs) are not included as part of the scope of work; however, the system must be able to capture and report passenger boardings (ridership).

Proposals received after that time will not be accepted. The proposal must be signed by a responsible officer of the company and submitted in a sealed envelope marked Computer-Aided Dispatch/Automatic Vehicle Location (CAD/AVL) System, as specified in the RFP.

LEGAL NOTICE (7/10/23)  Richland County Transit – HVAC Improvement Projects IFB

 

Separate sealed bids will be received by the Transit Development Manager for the Richland County Transit Board, as provided in this notice for the Richland County Transit (RCT) – HVAC Improvement Projects (RCT Bus Garage HVAC Improvements and the RCT Transit Center – RTU Replacement, the two projects will be bid together under one contract). Contract documents, which include additional details of the Project, are on file and available from Arc Blueprint, at the following address, 3666 Carnegie Avenue, Cleveland, OH 44115 (www.e-arc.com) and all planrooms listed in the Instructions to Bidders.

 

Bids shall be enclosed in a sealed envelope addressed to Richland County Transit Board, Attn:Jean Taddie, 19 N. Main Street, Mansfield, Ohio 44902 and plainly marked on the outside "RCT GARAGE AND TRANSIT HVAC IMPROVEMENT PROJECTS BID."  Bids will be received until 4 PM local time, Tuesday August 1, 2023. 

 

All Bidders are strongly encouraged to attend the Pre-Bid Walkthrough on Monday July 17,  2023, at 9 a.m. until approximately 10 p.m., at the following location: Richland Country Transit, 232 N Main St, Mansfield, OH 44902, USA. Any other site visits will need to be coordinated and scheduled with Jean Taddie (jtaddie@rcrpc.org).  More information, including Q&A is posted at https://www.rcrpc.org/rctb-rfp.

 

All bids must include a Bid Guaranty, as described in the Instructions to Bidders. Prevailing wage rates apply.  No bidder may withdraw its bid within 60 days after the opening; RCT reserves the right to waive irregularities, reject any or all bids, and conduct necessary investigations to determine bidder responsibility.

LRTP

2050 Long Range Transportaion Plan RFP

The purpose of this RFP is to invite a Consultant to develop a financially constrained 2050 comprehensive Long-Range Transportation Plan for MPO RCRPC, the designated Metropolitan Planning Organization covering the region of Richland County. Federal regulations require the 2050 LRTP to be a financially constrained transportation plan. The cost of the developed roadway improvement projects including bicycle, pedestrian, safety, transit and other transportation projects and services in the plan must be covered by state, federal, local, private and other transportation revenues that can be reasonably expected to be available from 2025 through 2050 - the 25-year period of this Plan. For a good planning practice, this LRTP will divide projects into three time periods: Short-term: through 2030; Mid-term: 2031 to 2040; Long-term: 2041 – 2050.
