The MPO FY2027 Unified Planning Work Program (UPWP)
Transportation Planning Tasks, Activities and Budget Development

 

 

The RCRPC MPO (Metropolitan Planning Organization) is currently preparing and working on its Unified Planning Work Program (UPWP) for fiscal year 2027, as FY2026 wraps up on June 30, 2026.  The UPWP will outline the transportation planning tasks, activities and budget for the FY2027, covering the period July 1, 2026 to June 30, 2027.   It’s an essential document that details the planned transportation related activities, studies, and budget for the MPO region and acts as a business plan and budget foundation for federal transportation planning funds.

 

Following the procedures and schedule, the draft UPWP transportation planning tasks/activities, planning projects and associated budget have been developed and sent to federal and state agencies for their review and the revisions will be conducted based on the feedback received in April, and then, be approved by MPO TAC (Transportation Technical Advisory Committee and the Policy Committee/Coordination Committee at the Full Commission Meeting in May, 2026.     In the just-ended fiscal year, all planned projects under last UPWP were successfully completed, with no lapsing of allocated transportation funds designated for MPO.  The major projects completed during last year include:

 

  • SR 97 Connector Road Preliminary and Feasibility Study

  • SR97/SR13 Intersection Safety Improvement Study

  • SR 13 Corridor & Safety Improvement Study

  • ISAATO (Increase Safety and Accessible Transportation Option) Program

  • Multiple Transportation Improvement Project updates and amendments 

  • Regional-wide roadway functional classification update and/or upgrade to ensure qualified roadways to be included within the federal-aid system and eligible for receiving the federal transportation funds.

 

These accomplishments reflect our commitment to enhancing transportation safety and accessibility within our community. The MPO would like to thank all team members and stakeholders for their dedication and hard work in making these projects a success. To ensure that the federal funds allocated for transportation improvement and project planning are fully utilized effectively, we will be continually coding and funding the concerned transportation planning projects by entities/community into the FY2027 Unified Planning Work Program (UPWP) budget.The following are two recommended MPO in house projects/planning program, that will be instrumental in advancing MPO transportation planning objection, for example,

 

  1. The regional-wide Freight Study: This project aims to identify the origin-destination (O-D) trips generated by freight trucks which will enhance our understanding of freight movement.  It helps support local industries reliant on logistics and promoting economic growth.  Key tasks of the study will include an analysis of: 

  1. Inbound Freight Trips:  Tracking locations from which freight enters the locations within MPO area.

  2. Outbound Freight Trips:  Identifying and Mapping locations from where freight departs the MPO area to external destinations.

  3. Internal Freight Trips:  Examining trips that originate and terminate within the MPO area. 

  4. Crossing Freight Trip:  Analyzing trips that begin and end outside the MPO boundary (Outside to Outside through MPO area)

  5. A review and potentially update of existing truck routes established in prior years.

 

In FY 2027, the MPO will also conduct the GIS Data Day to showcase how GIS technology can effectively address transportation planning challenges, support community mapping projects, and facilitate thorough data analysis, etc.. The date for the GIS Data Day in 2026 will be November 18, 2026, Wednesday.
