Ohio Development Services Agency (ODSA) programs that include U.S. Department of Housing and Urban Development (HUD) funds are subject to federal Civil Rights and Fair Housing laws. These requirements pertain specifically to ODSA’s Office of Community Development (OCD) programs that distribute Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Solutions Grant (ESG) and Housing Opportunities for Persons with AIDS (HOPWA) funds.
Richland County is dedicated to removing barriers to housing choice in our Community. Working with community partners Richland County is committed to enforcing the federal, state and local fair housing laws that prohibit discrimination based on a person’s race, color, national origin, religion sex, familial status, marital status, military status and physical or mental impediment. In addition the County and Regional Planning will work to address practices, programs, and behaviors that have the effect of restricting housing choice for protected classes.
Richland County has contracted with the City of Mansfield; Community Development Office (Community Development) to provide standard Fair Housing Services for Richland County that shall meet or exceed the requirements for a fair housing effort for a Community Development Block Grant (CDBG) Program. The fair housing services will include:
(1) dealing with citizens’ complaints and concerns;
(2) providing educational outreach concerning fair housing;
(3) developing and distributing educational material dealing with fair housing issues;
(4) evaluation and analysis of fair housing issues in Richland County.
