Enterprise Zone Program

The Ohio Enterprise Zone Program is an economic development tool administered by municipal and county governments that provides real and personal property tax exemptions to businesses making investments in Ohio. These zones within Ohio are designated areas in which businesses can receive tax incentives in the form of tax exemptions on eligible new investment.

A required element in the establishment of Enterprise Zones in Richland County was the designation of an Enterprise Zone Manager for each zone. The Richland County Regional Planning Commission has served at the Enterprise Zone Manager for Richland County since the late 1980’s. Under the umbrella of the Richland County program, are the Enterprise Zones that cover the following communities:

In 2003 the State enabled Mansfield to establish an Enterprise Zone separate from the Richland County umbrella.  That is zone # 388, and the RCRPC also supports Mansfield in the administration of those agreements.

The Enterprise Zone Manager serves as the local contact for the Ohio Development Services Agency (ODSA) and is responsible for disseminating information and filing all agreements and annual reports with the required agencies and entities as required by the Enterprise Zone Program.

RICHLAND COUNTY TAX INCENTIVE REVIEW COUNCIL

The Richland County Tax Incentive Review Council (RC-TIRC) is formed under the guidelines of Ohio Revised Code, Section 5709.85. The RC-TIRC is an inter-jurisdictional body created to review and evaluate the performance of each Enterprise Zone Agreement. The RC-TIRC is advisory in nature and annually reviews each Enterprise Zone agreement and determines whether or not the business has complied with the terms and conditions of the agreement. The Enterprise Zone manager serves as the secretory of the RC-TIRC.
