Richland County intends to apply to the Ohio Development Services Agency for funding under the Community Development Block Grant (CDBG), a federally funded program administered by the State. The County is eligible for roughly $315,000 for a biennial Fiscal Year 2017-2018 Formula Program funding based on last year’s allocation. Richland County may also apply for various other Competitive Programs such as Neighborhood Revitalization, Downtown Revitalization and Critical Infrastructure, providing the County meets applicable program requirements Each activity must meet one of the following national objectives for the program: benefit low and moderate income personal, prevention or elimination of slums or blight, or address community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community for which other funding is not available.

The first of the two required public hearing will be held on March 23, 2017, 10 A.M. at the Richland County Commissioners, 50 Park Avenue East, Mansfield, Ohio to provide citizens with pertinent information about the CDBG program, including an explanation of eligible activities and program requirements. The CDBG program can fund a broad range of activities, including: economic development projects, street, water supply, drainage and sanitary sewer improvements, park acquisition and improvements, demolition of unsafe structures, rehabilitation of housing, and neighborhood facilities. The activities must primarily benefit low and moderate income persons, aid in the prevention or elimination of slum and blight, or meet an urgent need of the community. Richland County’s CDBG program must serve the areas in Richland County outside of the City of Mansfield Cities, villages, townships and agencies that intend to apply for funding must attend a
Community Development Implementation Strategy (CDIS) workshop to discuss public infrastructure, facilities and services and economic development needs/opportunities. The CDIS meeting will be held on March 30th, 2017 at 9.00 AM at Richland County Regional Planning, 35 N. Park Street, Mansfield, Ohio.

Citizens are encouraged to attend the public hearing to provide their input on the County’s CDBG program. The location for this meeting is ADA accessible. If a participant needs auxiliary aids (interpreter, assistive listening devise, etc.), please contact the Richland County Regional Planning office at 419-774-5684 and specify the type of aid and/or interpreter needed. Please allow one week to make the necessary arrangements.
